President John Hughes called the Board meeting to order at 5:02 p.m.

Trustee Washburn was absent from the meeting.

Presentation by Doug Siden, President of the Alameda County Special Districts Association and East Bay Regional Park Board President. Mr. Siden congratulated the District on its 80th anniversary and thanked Jim Kohnen for serving on the California Special Districts Association Board. The Board members were invited to attend the 20th anniversary ACSDA dinner which will be held on March 25th.

Denny McLeod, Chair of the Long Range Planning Committee introduced Carlos Oblites, Senior Managing Consultant with PFM Asset Management LLC in San Francisco. Mr. Oblites gave a short summary of the investment work done by his firm and expressed his interest in working with the Board on the investments for the OPEB irrevocable trust. The Board voted to approve having the committee negotiate with PFM and a trust attorney (Spinola/Brown – unanimous).

The minutes of the 958th meeting held February 10, 2010 were reviewed and approved. (Golden/Garcia– unanimous.)

A draft Biennial Report was distributed to Board members for their review. A final version will be presented at the April Board meeting.

The Board reviewed the warrants dated February 15, 2010 numbering 040610 through 043310 amounting to $79,824.58 and warrants dated February 28, 2010 numbering 043410 through 047210 amounting to $122,368.98.

The District Policy Review Committee Chair Marisel Brown provided an update on the committee’s progress with reviewing the policies. The committee met prior to the Board meeting to discuss chapter one of the District Policy. The comments will be compiled by Marisel and sent to the committee for review prior to the April Board meeting. Chapter 200 was submitted to the committee to start work on after Chapter 100 is completed.

The District Manager requested authorization to dispose of the 1992 Big Tex trailer which is not large enough to transport the newer models of ARGOs. The Board approved the request. ( McLeod/Prola – unanimous.)

District Manager, John Rusmisel, presented the Monthly Operational Report for February. The District received a total of 47 requests for service during February. There were 3 mosquito-biting reports. The tenyear average for adult mosquito service requests in February is 9.8. 23 requests for mosquitofish were received and 20 requests for inspections of potential mosquito sources.

The Board received updates from the District Manager on several other outside agencies:

The Alameda County Chapter of the California Special Districts Association’s chapter annual dinner meeting is scheduled for Thursday, March 25th at the Marriott Hotel in Pleasanton.

Local Agency Formation Commission (LAFCO) election for Special District Representative, nominations are due March 12th along with name of presiding officer or designee who will vote at the election which will be held on Wednesday, April 14th at the HARD office in Hayward at 10:00 a.m. At the time of the Board meeting, only the two incumbents, Ayn Weiskamp and Louis Andrade, had been nominated. Marisel Brown will be the Designated Representative at the election if one is required.

Special District Legislative Days are scheduled for May 11 and May 12 (half day) in Sacramento, at the Sheraton Grand Hotel. The CSDA website www.csda.net has a new Grassroots legislative button on it for items requiring action from members.

The Scudder Library will be dedicated on Thursday, March 18, 2010 at 2:00 p.m. Florrie Scudder and her daughter Barbara are expected to attend. The new room signs will be unveiled at the dedication.

The Mosquito and Vector Control Association of California annual Legislative day is scheduled for Tuesday, April 6th.

Administrative/Financial Manager Clarence Lam attended the annual VCJPA workshop on March 4th and 5th in Napa. He reported that the VCJPA Board and members were unhappy with the workers compensation third party administrator (AIMS) and were going to ask other administrators to submit proposals.

Under announcements Trustee Dennis Bray announced that former Trustee and Agricultural Commissioner Michael Greene had passed away in February. Mr. Greene had served on the ACMAD Board from 1976-1997. District Manager John Rusmisel announced that former Pleasanton Depot Supervisor Thomas Branan Sr. had also passed away in March. Mr. Branan worked for the District for 33 years from 1945 until 1978. The Board expressed condolences to the families of these two gentlemen who each provided the District with exceptional service over considerable time.

President Hughes asked if there were any items to add to agenda for the next Board meeting on April 14th , no new items were added and the meeting was adjourned at 6:06 p.m.
